Biography
Fernando Marroquín is a communication strategist, political advisor, and technology entrepreneur focused on building the future of Latin America through the intersection of communication, data, artificial intelligence, and digital transformation. In 2026, he co-founded Vulcan Holdings, a regional ecosystem of companies and initiatives spanning strategic communications, AI, cybersecurity, interoperability, legal-tech, digital identity, talent development, and emerging technologies.
Trained as an architect at the José Simeón Cañas Central American University (UCA), Fernando also holds a Master's degree in Political Science and has completed international programs in Digital Government at the Inter-American Development Bank (IADB) in Seoul and Digital Journalism through Reuters. His career has been defined by combining strategy, public affairs, technology, and innovation to strengthen institutions and modernize decision-making systems across the region.
From 2012 to 2019, Fernando played a central role in El Salvador's digital transformation efforts within government. As Director of Communications and Technology at the Secretariat for Citizen Participation, Transparency, and Anti-Corruption, he led initiatives such as the national Transparency Portal, which dramatically expanded public access to information and surpassed 43 million document downloads. He also served on the Presidential Commission for Digital Government, contributing to national modernization and open-government strategies.
In 2019, he founded NÓMADA LATAM, a strategic consultancy focused on communication, public affairs, digital strategy, audiovisual production, and narrative development for governments, companies, and leaders across Latin America and the United States.
Fernando is also Partner and Chief of Public Affairs at Reporting Pal, a Guatemala-based technology company specializing in Data, AI, cloud infrastructure, software development, and cybersecurity solutions, as well as a Google Cloud Partner for Guatemala.
Under Vulcan Holdings, Fernando has helped develop and connect a broader ecosystem that includes Collab, TechLex, BAAS, NODEX, Nyx Cybersecurity, and Bio-IA Guatemala. Across all his work, Fernando focuses on building systems that enable better decisions, stronger institutions, and more transparent, technology-driven societies.
